{1}In Chicago, bar owners have the option of buying one of two different
liquor licenses. The most popular one allows them to remain open until 2
o'clock in the morning. The other, which is double the cost of the 2 o'clock
license, allows liquor service until 4 o'clock in the morning. There aren't
as many after-hours bars as there are 2 o'clock bars because of the extra
cost of the license and the possiblity/probability of having to deal with
people who have already been over-served. The song is saying that the bar
he's in is an after-hours joint, and the bar down the street has a regular 2
o'clock closing time.

Aliotta, Haynes & Jeremiah biography
Aliotta, Haynes & Jeremiah were a Chicago-based, rock group who performed from the early 1970s to the mid-1980s. Originally from West Allis, Wisconsin, the trio, cosisting of bassist Mitch Aliotta (vocals, drums), Ted Aliotta (vocals, bass), and Skip Haynes ( lead guitar, drums), cut their first album, a self-titled, rather short LP, in 1970. Ted left after the debut album was recorded and was replaced by John Jeremiah (vocals & keyboard). Having a huge "cult" following, and being excellent singers & musicians helped to keep the group alive and motivated and until they broke up in the mid-1980s.
